Cardwell sends his approval of Seymour’s actions during late Expeditions into the country of the Chilicoten Indians however he does not understand the meaning of the paragraph in Seymour’s report that describes inviting every white man to shoot every Indian he might meet.

Sir,
I have had the honor to receive your Despatch, No. 56 of the 4th of
October, written in acknowledgment of mine No. 30 of the 1st of August.
I have every reason to approve of the moderation and justice
enforced by you during the late Expeditions into the countryof of the
Chilicoten Indians.
I do not understand the meaning of the paragraph in which you speak
of inviting every white man to shoot every Indian he might meet. I
shall rely on your continued adherence to the line of conduct hitherto
pursued by you, which appears to have been perfectly consistent with
humanity and goodpolicy policy.
