Sir,
I have the honor to transmit to you, for your information and guidance, the accompanying Copy of a letter from the Board of Treasury, enclosing copies of the Bonds executed by Mr. Franks and the EuropeanAssuranceManuscript image Assurance Company as security for the proper discharge by Mr. Franks of the duties of his Office. You will perceive that their Lordships consider that it will be necessary, on occasions when the Treasurer may be absent from his duties to take security from the Officer who may be appointed to act for him.
