Despatch to London. Minutes (1).
Seymour forwards a copy of the minutes of the Executive Council since its creation on the 23rd April 1864 and notes that owing to [his] absence from New Westminster, the earlier portion of these Minutes was not forwarded in July.

Sir,
I have the honor to forward copy of the Minutes of the Executive Council of this Colony at the Meetings held since its creation on the 23rd April 1864.
2. I regret that owing to my absence from New Westminster,theManuscript image the earlier portion of these Minutes was not forwarded in July. The Minutes shall in future, I trust, be transmitted regularly half yearly.
