Seymour forwards the blue book for 1863 and notes that in a few days he will forward the blue book for 1864, along with some remarks on the condition of the Colony.

I have the honor to forward the "Blue Book" for 1863.
2. I did not arrive in British Columbia until 1864. I shall in a few days forward the Blue Book for that year, accompanied by some remarks on the condition of the Colony.
