Murray to Rogers (Permanent Under-Secretary)
With reference to my letter of the 1st instant, I
am directed by Earl Russell to transmit to you, for the
information of Mr Secretary Cardwell, a copy of a
despatch from the acting British Consul at New York, stating
the reasons why he has been unable to forward, by telegraph,
