With reference to my letter of the 1st instant, I am directed by Earl Russell to transmit to you, for the information of Mr Secretary Cardwell, a copy of a despatch from the acting British Consul at New York, stating the reasons why he has been unable to forward, by telegraph, themessageManuscript image message he was directed to send to the Governor of British Columbia, and reporting the steps he has taken to transmit this message to its destination.
