I have received your dispatch No. 75 of the 30th November last, and, on the opinion which you have expressed, I do not consider it necessary to make any alteration in that clause of the royal Instructions which vests the Administration of the GovernmentonManuscript image on the death or absence of the Governor in the Senior Member of the Executive Council, who, as that body is constituted, is the Colonial Secretary.
