I duly received your despatch No. 22 of the 
16th of March, in which
               you mention that 
Mr. Cooper, Chief Clerk in 
the Treasury, did not
               previously to leaving the Colony, deliver over any accounts and Vouchers
               as Treasurer of the Royal Columbia Hospital, and that he had
left
 left a sum of
               687 Dollars unaccounted for, and you therefore suggest that until he
               shall furnish an explanation, the Agents General should withhold his
               salary.
               
               I have accordingly stopped the issue of his half salary, and I
               transmit to you, for your information a copy of a letter from him dated
               the 16th ultimo, and a copy of the reply which I have directed that he
               should receive.
               
            
            
               I shall be very glad if 
Mr. Cooper's statement should prove
               satisfactory; but the subject is
one
 one on which it is evidently impossible
               to come to any well grounded result in this Country, and I can do no
               more than forward the enclosed correspondence for your report.
