No. 18
12th March 1866
I have the honor to inform you that I have, with the advice of my Executive Council, granted six months' leave of absence to Mr H.T. Commeline, the DeputyPostmasterManuscript image Postmaster at Cariboo.
2. Under the peculiar circumstances in which Mr Commeline was placed, as represented in the Postmaster General's letter, I have authorized the advance of half Salary to Mr Commeline for the full period of six months. I should have hesitated to take this unusual course had I not been aware that Mr CommelinehadManuscript image had been at great expense in travelling from Cariboo at this Season of the Year and was destitute of the means of visiting England or even of returning to his appointment in Cariboo.
3. Mr Commeline has been in the Public service for a period of six years and is entitled to an extension of his leave should he apply. I enclose the usual certificates.
I have the honor to be,
Your most obedient humble Servant
Arthur N. Birch
