My Lord,
I have the honor to report that I landed in Victoria on the 7th Instant. Governor Kennedy had left the Colony and the Administration of the Government was in the hands of Mr Young the ColonialSecretaryManuscript image Secretary. I was received with great coldness but no disrespect by a large concourse of people. I regretted to observe a look of extreme depression upon the Town and its inhabitants.
2. On the following day I received the Addresses from the Mayor and Corporation and from the Fire Brigade Copies of which I have the honor to enclose together with Copies of my replies.

3. As I could take no share in the Administration of the Affairs of the Island until the Union of the Colonies had been effected, I proceeded to New Westminster on the 10th Instant to resume the duties of my Office. I met with a most loyal and gratifying reception.
4. I enclose copies of Addresses interchanged with the City Council and Hyack Fire Brigade.
