In reply to Your Lordship's despatch, No. 12, of 1st October, as well as to Mr Secretary Cardwell's despatch No. 38 of 11th August 1865, (not answered by my predecessor)IManuscript image I beg leave to state that I consider the Colonial Secretary as the best person to whom enquiries from the Mother Country should be addressed, respecting absent friends.
2. That Officer, with the consent of the Governor, has the whole Government Agency at his disposal.
