Sir,
I transmit to you herewith, for your information, copy of a correspondence between Mr. Cooper and this Office on the subject of his prolonged absence from British Columbia without leave.
Mr. Cooper refers in his letter of the 18th Instant, totheManuscript image the probability of the Establishment in England of an Office of Agent General for Emigration to British Columbia and to his fitness for the post.
Though I have received no report from the Officer administering the Government of British Columbia or from yourself on this subject, I think it right to observe that the Authorities in this Country upon whom the transaction of any business connected with Emigration to British Columbia would devolve are the Land and Emigration Commissioners, and that I amnotManuscript image not disposed to entertain favorably the appointment of Mr. Cooper to such a post as that of Emigration Agent for the Colony.
