a Report on a letter sent direct by Sir James Douglas to [Carnarvon] complaining of some acts of the Legislature of British Columbiaand directing former
Governor Kennedy … to apply to Sir James Douglas for a Copy of the letter,which Seymour was instructed to discuss in his report.

My Lord,
I have just had the honor to receive Your Lordship's
despatches described in the margin.
The first calling upon
me for a Report on a letter sent direct by Sir James Douglasto
to Your Lordship complaining of some acts of the Legislature
of British Columbia. The second addressed to Governor Kennedy
directing him to apply to Sir James Douglas for a Copy of the
letter which was enclosed in the first.
