I have the honor to call Your Grace's attention to

                  Secretary Cardwell's despatch, 
Vancouver Island, No. 11 of the
               
26 March 1866, stating that the Commissioners of Patents
had
               had granted to the Colonial Government a complete set of their
               publications.
               
               2. It was intended by my predecessor that these books
               should, though remaining the property of the Government, be
               deposited at the Mechanics Institute of 
Victoria. I have now the
               honor to forward Copy of a letter from the President offering
               on behalf of that Institution to pay the expenses of the conveyance
               of the publications
to
 to the Colony. I should be glad if his request
               could be complied with. The works will be reserved as the property
               of the local Government and should it ever be deemed requisite to
               withdraw them from the Mechanics Institute the amount expended by
               the 
Board of Trade for freight will be repaid to them.
