Seymour forwards No 35. An Ordinance to regulate Excise in all parts of the Colony and the Attorney General’s report and discusses the reason for the ordinance. Holland’s minute describes the effect of ordinance 35 and recommends sanctioning the ordinance.

My Lord Duke,
I have the honor to forward an authenticated and two plain
copies of an Ordinance of the late Session of the Legislature
of this Colony entitled;No 35.
No 35. An Ordinance to regulate Excise in all parts of
the Colony.
2. The report of the Attorney General is enclosed. It is
desirable to have but one system of Excise duties throughout
the Colony and the law of the Mainland now extended over Vancouver
Island has been found to work satisfactorily.
3. I beg to recommend the Ordinance for favorable consideration.
