No. 71
Victoria
28th July 1868
My Lord Duke,
I have the honor to enclose a letter addressed to Your Grace by Mr Franklyn, late Magistrate of Nanaimo, one of the many sufferers by the reductions in theCivilManuscript image Civil Establishment I have been compelled to make.
2. Mr Franklyn in no way exaggerates my personal liking towards him. I believe him to be honest, straightforward, zealous and courageous. I have never had reason to find fault with him as a Magistrate and I should be very glad to reappoint him to office had I an opportunity; of which however IseeManuscript image see no prospect. I trust that Your Grace will be able to entertain Mr Franklyn's application favourably.
I have the honor to be,
My Lord Duke,
Your Grace's most obedient
humble Servant.

You may know something of Mr Franklyn which I do not—but see what Governor Seymour says of him in his despatch of 11 Jany 1868—2632.

I have no knowledge of him that I remember, but Mr Seymour's favourable testimony is decided and explicit. Mr Franklyn wants employment and appears an eligible Candidate, but I presume that there are few or no vacancies available. It is a question of patronage.
