Hammond transmits a despatch from Stanley to the British “Minister at Washington,” in which Seward grants the minister to negotiate and sign a settlement regarding San Juan Island, subject to the assent of the British government. Blake’s minute suggests seeing “subsequent H.C./2959 also F.O./7158.”
I am directed by Lord Stanley to transmit to you, to be laid
before The Duke of Buckingham and Chandos, a copy of a
despatch, which, after consultation with the Proper Law Officers
of the Crown, he has addressed to Her Majesty's Minister at
Washington in regard to the overture made to him by Mr
Seward for the conclusion of a Treaty for the Settlement by
arbitration of the San Juan Question.
