Sir,

I am directed by Lord Stanley to transmit to you to be laid before the Duke of Buckingham and Chandos a copy of a despatch from Her Majesty's Minister at Washington forwarding a copy of a Report which has been submitted to the Senate of the United States in regard to the joint occupation of the Island of San Juan, by the military forces of Great Britain and the United States.
