The Lords Commissoners of Her Majesty's Treasury have had before them your letter of the 15th October submitting an Ordinance passed by the Legislative Council of British Columbia entitled "An Ordinance to appropriate the sum of $358,923.5 out of the General Revenue of the Colony for the Contingent Service of the Year 1868," together with the Colonial Estimates for 1868; and My Lords desire me to state, for the information of the Duke of Buckingham & Chandos that My Lords see no objection to these Estimates or to the confirmation of the Ordinance.
They also approve of His Grace'sproposalManuscript image proposal to address to Governor Seymour instructions respecting the preparation and transmission of Financial Returns, similar to those recently addressed to the Governor of the Straits Settlements.

Proceed accordingly—that is draft a despatch to the Govr ackng his despatches 9913, 11064, 11067—& sanctioning the Estimates & confirming the Ordinance. As regards the instructions for the GovrsManuscript image future guidance I would suggest that a copy of the despatch prepared to be sent to Sir B. Ord should be transmitted to Govr Seymour for his guidance. That despatch is not finally settled, but no doubt shortly will be.

The draft instructions to the Straits, on annual Estimates & Returns, approved by the Treasury (printed copy is annexed) require some amendments of detail, I think, before they are sent off. I will [disaible ?] these amendments tomorrow for approval. (I am aware of no objection to a copy of the Instructions being then sent to B. Columbia, as suggested by Mr Cox, for guidance, i:e: for adoption so far as applicable to that Colony.)

The desph to the Straits (which was delayed for some amendments) is now settled so a dft to B. Columbia may proceed. Mr Narraway will have a printed copy of the desph as sent out to Straits, ready in a few days for enclosure to B. Columbia.

I have no acquaintance whatever with the affairs of B. Columbia, but presume a draft should now proceed in accordance with Mr Cox's original minute. A copy of the Straits despatch on Estimates (which has now been sent out), & which Mr Narraway will supply in print, would be enclosed for Governor's guidance & for adoption so far as applicable to the Colony.
