My Lord,
Having been the first explorer after Capt Cook of Queen
Charlotte Island west of Vancouver Island and having made there
discoveries of the resources of that place which I am firmly
convinced could be developed to the benefit of hundreds of
thousands of English people, I beg to ask the Government to
grant me a concession of it not upon my own responsibility alone
but upon the condition I should find adequate Capital to carry
out the objects I have shadowed forth.
I make this proposal because I conceive that the Government of
this country is anxious to find employment for the surplus
poplulation of the Kingdom particularly when no taxation or
encumbrance can by any probability arise from it.
