Buckingham requests Seymour to transmit
the Instrument [of Kennedy’s] Commission as Governor of Vancouver Islandso that Buckingham can cancel

Sir,
Sir Arthur Edward Kennedy having intimated that his Commission as
Governor of Vancouver Island had, for necessary purposes, been left with
the Local Government when he quitted that Island, I have to request that
you will transmit the Instrument to me, as it isnecessary
