Buckingham requests Seymour to inform Needham that Buckingham cannot sanction Needham’s request for a salary increase following the union of Vancouver Island and British Columbia.

Sir,
I have the honor to acknowledge the receipt of your Despatch No.
88 of the 15th July last, enclosing a letter from Mr. Needham
pointing out the difference which has occurred in his position owing
to the union of the Colonies, and applying for an increase tohis
