My Lord,
I have the honor to forward an Authenticated and two plain Copies of an Ordinance of the late Session of the Legislature of this Colony, entitled;No. 23.Manuscript image No. 23. An Ordinance respecting the property of Religious Institutions in the Colony of British Columbia.
2. I agree with the Attorney General, whose Report I enclose, that this Ordinance is free from objection.

This Ordinance is—with the exception of the words underlined in sect. 1—an exact copy of the V. Island Bill referred to in sect 11.
These additional words (I think) make the ordinance unobjectionable, & I wd sanction it.
The Bill referred to in sect. 11 passed the Council & House of Assembly on 5 Sept. 1859 but whether by accident or otherwise it was not sent over here for confirmation. It does not appear whether the Govr assented to it, nor is it to be found in the collection of authenticated Acts kept in the Library. It wd seem however from the terms of sect. 11 of this ordinance that it has been considered to be in force in the Colony of V. Island.
It is inserted as [one word off microfilm] Bill for the passage of an Act &c & is stated to have passed the Council & H of Assembly in a copy of the V. Island law sent over in 1867.
Perhaps this might be pointed out to the Governor.

I think I shd observe that Ld G did not understand the 11th section wh he presumes is intended to cover some irregular proceedings wh have not been reported to him.
