Granville refers Seymour to Buckingham’s despatch of 25 November 1868, which contained a letter from the Post Office discussing the idea of prepaying for postage for mail between the United Kingdom
and British Columbia.

Sir,
I have the honor to acknowledge the receipt of your Despatch No.
138 of the 21st December, respecting the new postal arrangements with
the Colony and suggesting the compulsory prepayment of letters.
In reply I have to refer you to my Predecessor's Despatch No. 100
of the 25th November,enclosing
