I have the honor to acknowledge the receipt of your Despatch No.
138 of the 21st December, respecting the new postal arrangements with
the Colony and suggesting the compulsory prepayment of letters.
In reply I have to refer you to my Predecessor's Despatch No. 100
of the
25th November,
enclosing enclosing a copy of a letter from the Post Office
explaining the reason why it would not be expedient to make the
prepayment of postage compulsory on letters passing between England and
the Colony.
