already possesses with regard to the disputed possession

Island. Intrinsically it is worth little to anyone; but to the
United States it is valueless, except for a purpose hostile to
British Columbia as the means of almost completely controlling
the navigation of the Straits of
San Juan and the
Gulf of
Georgia, to, and from,
the Fraser River.
