No. 11
10th February 1871
My Lord,
I have the honor to forward with the usual Report from the Attorney General an authenticated and two plain copies of an Act passed by the Legislative Council entitled— AnManuscript image An Act to exempt the "Lane and Kurtz Cariboo Mining Company" from the payment of Duties and Road and Bridge Tolls on certain Machinery imported and yet to be imported by them for Mining purposes.
2. The object of this measure is sufficiently obvious from the preambleandManuscript image and I regard the limited encouragement which is thus afforded to a costly and hazardous mining enterprise as very legitimate in the circumstances of this Colony. The undertaking of the Lane & Kurtz Mining Company if successful cannot fail to be very beneficial to the Community in general.
I have the honor to be,
My Lord,
Your most obedient
Humble Servant
A. Musgrave

This is the first Act of the new Legislative Council that has been sent home; and it is a question whether, as "Ordinance" has been changed into Act, form G/3 should be used instead of G/1.

The present Construction of B Columbia resembles that of Natal, & in that case we "confirm & allow." I think we may continue this form with B. Columbia until she merges into Canada.
