My Lord,
I have the honor to forward to Your Lordship the usual printed
copies of an Act passed by the Legislative Council entitled—
An Act to encouragethe

2. I see no objection to this measure; which affords but very
limited favor and protection to the projectors of a spirited and
expensiveenterprise

Act to encourage the introduction of Traction Road Engines into
B. Columbia.
I have nothing to add to the AG's report upon this Act. I can
quite understand that this kind of legislation may be necessary
in a Colony at certain times. Unless some privilege is granted
to the person introducing a new engine of this kind it may well
be that that introduction would never take place. If protection
had been given for a longer time, a maximum of rate should have
been fixed.
