I have the honor to acknowledge the receipt on the 28th of September Instant, of the Duke of Newcastle's Circular Despatch, of the 1st day of May last, transmitting a copy of an order of the Lords of Her Majesty's Privy Council, dated 24th April last, directing that the export of Gunpowder, Salt petre and Brimstone, Arms and Ammunition Marine Engines and Boilers &c,beManuscript image be not prevented, excepting to the places mentioned in the order.
I have in reply to assure you that every exertion on the part of this Government shall be made to carry that order into effect.

I propose that in future all despatches like this, which are simply military, shall, (after passing the ordinary course) be transmitted to the War Dt with a lithographed form, of which copy is annexed, being the converse of one adopted by the War Department.
