Grey writes to Douglas to transmit copies of a petition to the the Queen and a Memorial, both by certain Inhabitants of Vancouver Island who have complaints about the government of the Settlement.
The file includes two petitions: one to the Queen and one to Newcastle; both deprecate Cameron’s appointment as judge of the Supreme Court.

Sir,
I have to transmit to you the copy of a Petition to the Queen,
together with the copy of a Memorial addressed to the Duke of Newcastle
by certain Inhabitants of Van Couver's Island complaining of the
composition of the recentlyestablished established "Supreme Court of Civil Justice,"
and of other matters affecting the good government of the Settlement, and
I have to desire you to furnish me with your early report upon these
complaints.

69 others, requesting an inquiry into the Supreme Court and appointment
of David Cameron as judge.
2. Petition to Newcastle, 1 March 1854, signed by Cooper and 69
others, making a lengthy case against Cameron, which Staines has been
commissioned to bring before Newcastle.
