Colvile writes to Labouchere to provide the account just received from Vancouver's Island for the expenses incurred for the use of the HBC’s Otter, as a Guard Ship.
Jadis’s minute directs that Colvile’s correspondence be transmitted to the War Department.
The file includes a draft letter from Elliot to Colvile, which advises that the Treasury has instructed the paymaster general to pay the HBC £400 for use of the Otter.

With reference to Mr Merivale's letter of the 16th July 1855, on the subject of the Hudson's Bay Company's Screw Steamer "Otter," chartered by the Governor of Vancouver's Island as a Guard Ship for the protection of the Settlement, I have now the honor to enclose an account just received from Vancouver's Island, duly certified by Governor Douglas, and trust that Her Majesty's Government will take the necessary steps to defray the amount.
