Douglas apologizes to Labouchere for not keeping each of his despatches confined to a single subject as per Rule 157
in the Book of Colonial Regulations. He assures the Colonial Office that his future despatches
will strictly conform to the said regulation.

I have the honor to acknowledge the receipt of your Despatch No 13,
of the 18th of July 1856, calling my attention to Rule 157 in the
Book of Colonial Regulations, directing that Despatches from the
officers administering Colonial Governments, should each be confined to
a single subject
