Despatch to London.

Douglas transmits to the CO copies of his correspondence with the House of Assembly from
June to August 1858.
The minutes acknowledge receipt and send Lytton’s
regret at the painful disclosures as to the state of prisons in VanCouver’s Island[sic].
Enclosed is correspondence between Douglas and the House of Assembly regarding the administration of Vancouver Island; and a draft reply from Lytton to Douglas acknowledging receipt and expressing his hope that amendments to the prison system
will be made.
