Abstract
Despatch to London. Minutes (2), Enclosures (untranscribed) (1).
Douglas forwards to the CO a copy of a letter from Stamp and recommends him as a suitable candidate for establishing a mail service between Victoria and San Francisco.
The minutes copy to the Treasury for reference.
Enclosed is Stamp to Douglas detailing his proposed venture and asking for assistance in its promotion.

1. I beg to transmit for your information copy of a letter which I lately received from Mr Edward Stamp, a person of highly respectable character, whohasManuscript image has resided in this Country for some time past, and is now returning to England on business connected with this Colony, his object being to induce English Capitalists to join him in establishing suitable steamers for the country trade.
2. He would gladly enter into a Contract with Her Majesty's Government for carrying the Mails between this place and San Francisco; and I beg to state for your information, that Mr Stamp is reported to have greatexperienceManuscript image experience as a Ship owner and Master, and is generally considered to be a respectable and perfectly trust worthy person.

I saw Mr Stamp today on this subject and recommended him to forward his communications to us with as little delay as may be. It will therefore be better to postpone sending this to the treasury till we receive Mr Stamp's formal application.
