Hawkins, on behalf of the Society for the Propagation of the Gospel in Foreign Parts, expresses a desire to provide for the spiritual wants of the population of British Columbia by sending one or two missionary chaplains with as little delay as possible.

The minutes agree to passage for a first chaplain and the CO is happy to be relieved of any charges.

Enclosed is a draft from Carnarvon to Hawkins informing him the first chaplain can be prepared to embark on the freight ship leaving on 15 September; and Lytton to Douglas informing him of the expected clergyman.

My Lord

I have the honour to inform your Lordship, that the Committee of this Society looking to the vast importance of making provision for the spiritual wants of the population so rapidly increasing of British Columbia, have this day determined to send there with as little delay as possible one or two missionary Chaplains.

The Committee make no application for any money grant in support of the projected mission, but trust

that Her Majesty's Government will provide a passage for the Clergyman who shall be appointed first Chaplain in the new Colony.

Lord Carnarvon, who has had an interview with Mr Hawkins on this subject, has succeeded excellently in relieving us from any charge on account of these Clergymen. I think we can do no less than comply with this request. If the first Chaplain is ready in time he can have a passage on the Freight Ship. Answer accordingly & acquaint the Governor.
