With reference to my Despatch of the 12th Instant No 33, forwarding for your information the Copy of a communication I had received from Brigadier General Harney, Commanding the United States Troops in Washington Territory, detailing his reasons for placing a body of Troops upon theManuscript imagethe Island of San Juan, I have now the honor to transmit herewith a copy of the reply I made to that communication.
