With reference to my letter of the 30th Ultimo, I am directed by the Earl of Malmesbury to transmit to you, to be laid before Secretary Sir E.B. Lytton, the accompanying copies of a further despatch and its inclosure from Her Majesty's Minister at WashingtonManuscript imageWashington, reporting that provision has been made by Congress for the settlement of Governor Douglas' claim against the Authorities of Washington Territory.
