With reference to my letter of the 13th ultimo I am directed by the Earl of Malmesbury to transmit to you, to be laid before Secretary Sir Edward Bulwer Lytton the accompanying Copy of a further Despatch from Her Majesty's Minister at Washington, relating to Governor Douglas' claim on the Authorities of Washington Territory.
