I have laid before Lord John Russell your letter of the 16th ultimo and I am to state to you, in reply, for the information of His Grace The Duke of Newcastle, that Lord John Russell thinks that the Despatch of General Cass to Mr Dallas of the 20th of October respecting the San Juan question, and His Lordship's replies thereto, Nos 114 and 123 of the 29th of November and 16thManuscript image16th of December last, may be communicated as confidential papers to the Governor of Vancouver's Island.
