I am directed by Lord John Russell to transmit to you, to be laid before His Grace The Duke of Newcastle, a copy of a Despatch from Her Majesty's Minister at Washington, inclosing copies of papers which have been laid before the United States Senate relative to the occupation of San Juan by General Harney; a copy is alsoManuscript imagealso inclosed of some Resolutions recently passed by the Legislature of Washington Territory on this subject.

As this Letter asks for no observations or opinion on the part of the Duke of Newcastle I presume that it may be put by for future reference, or rather simply acknowledge returning at the same [time] the printed papers—the misrepresentations in which by General Harney it is to be doubted whether Lord J. Russell will think it proper to correct.
