I am directed by the Lords of the Committee of Privy Council for Trade to acknowledge the receipt of your letter of the 13th Instant transmitting by direction of the Duke of Newcastle a Copy of a Despatch from the Governor of British Columbia in explanation of a statement made in his previous Despatch of the 23d March 1859 relative to the Bonding System in Californian Ports.
I am to state that My Lords are of opinion that it would be desirable to communicate the substance of Governor Douglas' Despatch to the Chambers of Commerce but before doingManuscript imagedoing so they would be glad to know whether the Duke of Newcastle sees any objection to such a course.
