Despatch No. 43 of the 8th of October last[Douglas to Newcastle, 8 October 1860, CO 305:14, no. 11195, 399], and approves his request to spend £1000 on the construction of a wooden barracks to house the British forces on San Juan Island.

I have to acknowledge the receipt of your Despatch No. 43 of the
8th of October last and to convey you my sanction for the expenditure of about one thousand pounds
which you propose to incur on account of the erection of Wooden Barracks required
