Sir,
I have the honor to transmit to you a copy of a Petition to the Queen from Mr. John Copland praying, for the reasons therein stated, that he may be admitted as an attorney and solicitor of the Supreme Court of Vancouver Island.
I have to request that you will refer this Memorial to the Chief Justice for any observations which he may have to offer upon it, and that you will furnish me with a report upon the subject.
