Sir,
I have to acquaint you that an application has been received from the United States Minister at this Court, applying for the issue of an Exequatur to Mr. Allen Francis of Illinois as United States Consul at Victoria, Vancouver Island.
As I am not informed whether this Gentleman is resident in the Colony under your Government I have to instruct you to ascertain if this be the case, and if he is, to report to me whether or not you are aware of any objection to his appointment, and if you are not aware of any such objection, you will recognize him provisionally in that capacity until the arrival of the Exequatur.
