I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 9th inst., leaving to their operation four acts passed in Vancouver Island in August and September, 1862 and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
