I am directed by the Lord President of the Council to transmit to you the enclosed Order of Her Majesty in Council of the 11th inst., leaving to their operation four acts passed in Vancouver Island in September and December, 1862; and I am to request that you will be pleased to lay the same before the Secretary of State for the Colonial Department.
