With reference to my letter of the 2nd instant, I am directed by Earl Russell to transmit to you, to be laid before The Duke of Newcastle, a copy of a despatch from Lord Lyons inclosing further correspondence relative to the rumours that attempts were being made to fit out Confederate Privateers in Vancouver's Island.
