Regarding Douglas’s despatch, in which Douglas recommends that one governor and one secretary administer the affairs of both the
colonies of Vancouver Island and British Columbia, Kennedy requests that the Colonial Officedefer taking any action upon it pending a further communication from himself. Kennedy awaits any modifications to Resolutions on the matter derived from the current Legislative
Assembly in session.

Referring to my Predecessor's Despatch (No 3 Legislative) dated
12th Feby 1864, I would suggest that Your Grace should defer taking
any action upon it pending a further communication from Me.
2. The Legislative Assembly is still in Session and I have reason to
hope that additional information which I will be enabled to place
before them may induce them to reverse or modify the Resolutions
transmitted in the Despatch adverted to.
