Sir,
I referred, for the consideration of the Secretary of State for War, your Despatch No. 34 of the 14th of June last, stating that you had succeeded in organizing a small Volunteer Force in Vancouver Island, and requesting to be furnished with a copy of any colonial Volunteer Act which might be deemed applicable to Vancouver Island.

I transmit to you, for your information and guidance, the enclosed copy of the reply which has been received from the War Office, enclosing copy of the Volunteer Regulations of 1863, in which you will find an Imperial Act which Earl de Grey considers as the best model for legislation in Vancouver Island, subject to such modifications as the local circumstances of the Colony may require.
