Referring to my Despatch No 111 dated 24th December 1864 reporting Mr Philip J. Hankin's appointment as Superintendent of Police, I have now the honor to enclose the copy of a letter received by Mr Hankin re-instating him as Lieutenant in the Royal Navy.

Mr Hankin's removal from the office to which I have appointed him would be productive of some public inconvenience just now, and I would solicit your application to the proper quarters for permission for Mr Hankin to hold it for one year.
I make this application with Mr Hankin's full concurrence.
